In order to successfully submit an abstract, your email must contain only ascii text.

Following are instructions for Outlook/Outlook Express and Eudora on how to send plain mail, rather than HTML mail.

Outlook/Outlook Express (versions 5 and 6, probably earlier)

Paste your latex abstract into the body of the message window. Then go to Format Menu Option. Choose Plain Text. Then send the document.

If the Send Options dialogue box appears after you press the Send button, then choose the Plain Text option.

Eudora (5.x and 6.x)

Select Tools Menu ---> Options, select the "Styled Text" category from the Options windows. From the option "When sending mail with style text (HTML)" select "Send plain text only"

Netscape/Mozilla Mail (Netscape 7.x and Mozilla all)

Select Edit Menu ---> Mail & Newsgroups ---> Send Format, select "Convert the message to plain text (some formatting may be lost)".

I think these are the three most popular mailers around. If there are any more specific ones needed, I can attempt to provide those as well.
